I dont speak french and in belgium it's quite an adventure!
here is an example from the city with tons of expats and other non french/duch speakers- I wanted to find out more about internet provider and their conditions. here is the reply

Here, in the shop, it’s possible to open an internet connection by Telenet, Belgacom, Voo or Clearwire.

But, to explain the differents products it’s better to come with somebody who speak French, because it’s long to explain…

Or directly contact the differents providers.

The shop is open from Tuesday to Saturday 10h-19h but for this Carnival week, it’s closed exceptionnaly this Friday 27 februari and Saturday 28 february.
